More than 25 years across finance, housing, infrastructure and government.
New Zealand Treasury
Led the design of the Community Housing Provider Loan Guarantee Scheme, working across Treasury, the Reserve Bank and major banks to improve access to capital for social and affordable housing.
Housing Delivery
Structured and negotiated commercial arrangements supporting more than 500 new public housing homes, working closely with iwi, developers and local authorities.
Reserve Bank of New Zealand
Led delivery of the Bank Financial Strength Dashboard, an innovative transparency initiative for New Zealand's banking sector.

Experience across New Zealand, the United States, Germany and Chile spanning investment banking, project finance, infrastructure, housing and government.
About Rachel
Rachel Fleet
Independent strategic and commercial advisor with more than 25 years of international experience.
Rachel has worked across investment banking, project finance, infrastructure, housing and government. She helps organisations develop commercially robust projects, assess funding and financing options and navigate complex stakeholder environments.
Her experience spans the public, private and not-for-profit sectors, giving her a practical understanding of the different perspectives, constraints and opportunities involved in taking complex projects from concept to delivery.
Rachel has worked across four countries and in three languages, bringing an international perspective and a strong interest in adapting global best-practice models to the New Zealand context.
